RACES is the Radio Amateur Civil Emergency Service, as authorized by Part 97.407 of the FCC Rules and Regulations. Its mission is to operate and maintain Amateur, Public Safety, and other communications systems, and to perform unique, accurate, and efficient communication services to assist government officials in the protection of life and property.
City of Lewes RACES members are licensed Amateur Radio Operators who have a desire to serve the public utilizing their skills and knowledge of the hobby of amateur radio.
All applicants for City of Lewes RACES shall be free of felony convictions and are subject to a background check by the City of Lewes Police. RACES personnel are different from the average Disaster Service Worker in that:
They have access to valuable government property;
May serve in areas where access is restricted to personnel requiring law enforcement background clearances and;
Are highly visible to the public where their deportment and actions must reflect favorably upon their office at all times.
City of Lewes RACES has a participation policy. Members are required to participate in 2 RACES nets monthly to maintain their membership. Absences may be excused if a request is made in advance of the net.

A "State of Emergency" does not have to exist or be declared to activate RACES. Any responsible City of Lewes government official may request RACES to assist in a special communication need.
The primary RACES station is located within the City of Lewes Emergency Operations Center (EOC), Lewes Volunteer Fire Department Station 1, Lewes, Delaware.

City of Lewes RACES conducts a weekly radio net each Wednesday of the month (except the first Wednesday) at 8:00 PM to: test equipment, train members, etc. Nets are conducted on the W3LRS repeater, 147.330+ PL 156.7

City of Lewes RACES amateur radio equipment includes voice via 2m VHF, 70cm UHF located at the City of Lewes EOC. The City of Lewes RACES 2 meter amateur repeater is located near the center of Lewes. There are other amateur repeaters located throughout the county should the need arise.
